Occupancy Inspection Details

Property Maintenance Inspections and Occupancy Permits

It is unlawful for owner of any structure to sell, transfer, mortgage, lease or otherwise dispose of the structure or any part thereof to another until having secured a Certificate of Compliance for the entire structure and premises and having advised the grantee or lessee that they must secure an occupancy permit if they are to occupy the premises. For existing duplexes, multi-family structures, and individual units within non-residential structures, the Certificate of Compliance shall only be required for the interior of the individual or tenant space and the entire exterior of the structure and premises.

In order to gain a Certificate of Compliance, the structure and premises must first undergo a Property Maintenance Inspection performed by the City of Arnold Building Department. The setting of an inspection appointment will occur with application and fee (Residential = $50, Commercial = $75) submittal.

The City performs a comprehensive property maintenance inspection of the exterior property, the premises, the plumbing, mechanical and electrical systems, fire and life safety aspects, fundamental light, ventilation and occupant needs, and general sanitation based upon adopted codes. Such codes include, but are not limited to the 2015 International Property Maintenance Code (as amended locally) and Code of Ordinances Chapters 220 (General Nuisances), 225 (Health & Sanitation), 405 (Zoning), and 415 (Signs).

If the structure and premises pass the inspection, the City will issue a Certificate of Compliance. A Certificate of Compliance is valid until the sooner of either six (6) months or a change of occupancy. If the property and structure fails the inspection, an appointment will be set for a re-inspection to verify satisfactory correction of the identified deficiencies. Any necessary inspections beyond the initial inspection and re-inspection may result in additional fees. Additionally, the owner or their authorized agent must notify the buyer or tenant of the need for an Occupancy Permit.

Vacant Structure Registration

As detailed in the Code of Ordinances, whenever a structure is vacant for a period of six (6) months, registration (and registration renewal) of the structure is required to ensure such structures satisfy and continue to satisfy property maintenance requirements or undergo rehabilitation or demolition in a prompt manner.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Sewer Lateral Repair Program

In April of 1999, Ballwin voters approved the establishment of a $28.00 annual fee to be collected with the Real Estate property tax.  The fees collected are deposited into a sewer lateral repair program fund, designated only for the repair of sewer laterals.  In the first few years of the program, we have repaired an average of 100 sewer laterals each year before the money in the fund is exhausted.

The large number of applications and the demand for sewer lateral repairs has exceeded funding during the first 3 years of the program.  As a result, the Board of Aldermen has instituted a cap of $3000 per job in order to be able to do more repairs each year.  In addition, when funds are depleted for the current year, applicants will be put on the waiting list for the following year.

The program was never designed to be a sewer lateral warranty program. It is designed to help residents with problems that if not repaired, would be unable to live in their home due to sewer failure. As such, damage due to normal wear and usage is not covered if the lateral is still functioning.

How do I find out if I qualify?

Complete a Sewer Lateral Repair Program application form, available online or at the Ballwin Government Center.  There is $150.00 application fee.

Payment or Reimbursement

If money is available from the program fund, the contractor will bill the City directly for the repair.  If the repair exceeds the $3000 cap, the contractor will bill the homeowner for the excess.

If program funds have been exhausted for the year, the homeowner must pay the contractor directly for the repair and homeowner will be reimbursed up to $3000 when funds become available.  When you make an application for a sewer lateral repair, you will be informed as to the availability of funds.

Payments cover:
  • Excavation and repair of the failed section of sewer lateral.
  • Backfill and restoration of the backfill consisting of grading into a mound to allow for settlement and seeding and straw.
  • Removal and hauling away construction and pavement materials that were removed to make way for the repair.
  • Patching of private driveways, sidewalks, public sidewalks, curbs and street pavement.

*** Please Note: Most municipalities, cities, and counties with sewer lateral programs limit reimbursements and expenses to the amount available in the Fund at any time. Some offer waiting lists and reimbursements out of the next year’s Fund revenue. Funds typically are on a first-come, first-served basis. You should always check on fund availability. Additionally, most municipalities will require proof of PAID real estate tax bills, city fees, taxes, including personal property taxes, and trash fees if applicable for eligibility to participate in any available programs.

An Occupancy Inspection is required when properties are offered for sale or rent. The fee for this service is $50.00 Inspection_Application.pdf

What items are covered with the Occupancy Inspection?

The Occupancy Inspection is not a performance inspection, but rather a Property Maintenance Inspection. The Occupancy Inspection Report is not all-inclusive, but rather a good starting point.

What is an Occupancy Permit and is it necessary?

The Occupancy Permit informs our City of the person or persons living in the home. An Occupancy Permit is issued to all new residents and is required per City Ordinance. Before an Occupancy Permit is issued the home must be inspected and approved. A Certificate of Code Compliance is issued after the inspection has been approved. Occupancy Permits are issued only in City Hall in the Building Department. A Driver’s License or State-issued I.D. is required for all adult occupants and Birth Certificates are required for all minor children. The fee for this permit is $30.00.

When should I update my Occupancy Permit?

The Occupancy Permit should be updated when there is a change in residency. Only the Head of Household or Spouse is permitted to Update an Occupancy Permit. A Driver’s License or State-issued I.D. is required for all adult occupants and Birth Certificates are required for all minor children. The fee for this permit is $15.00.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The City will contract for the repair of a defective lateral if after investigation, it is found to be defective due to causes beyond the control of the property owner. A sewer lateral is defined as the portion of the pipe which carries household wastes to the Metropolitan St. Louis Sewer District sewer main and which lies between the house connection and the sewer main. Before submitting the Sanitary Sewer Lateral Application, it is the responsibility of the Homeowner to have the lateral in-line video inspected and marked by flags or paint marks. The video must have audio narration describing the problem and location of the problem on the lateral, name and address of the house and the date the video was made. The Homeowner must also furnish a report and/or receipt from the plumbing or sewer service that cabled or jetted the lateral in an attempt to clear the lateral. The cost of the in-line video and locating of the lateral is to be paid by the Homeowner.

A fee to cover these services for the City will be assessed at the rate of $28.00 per year. The fee is included on the resident’s annual St. Louis County Real Estate Tax Bill.

Anyone who plans to sell their home or who plans to rent out an apartment or home should make arrangements to have it inspected upon changing use or occupancy.  Inspections can be arranged by calling the receptionist at  314-355-0400, ext. 105.  There is a charge of $100 for all occupancy inspections that include the initial inspection and first follow-up inspection. There is a fee of $25 for a third and fourth inspection if needed.

During an inspection, housing inspectors check to ensure compliance with the current property maintenance code and the city‘s Code of Ordinances. These are minimum standards set to preserve the health, safety, and general welfare of the public.

If the property fails inspection, correction work will be required. The property owner is allowed 30 days to complete repairs on the building while residents live there, and change of occupancy is not permitted during this time. If the work is completed within that time period, an occupancy permit will be issued to the resident. However, if work is not completed within the 30 days, the city will allow an additional 30 days and a second inspection for $25 on each request. Conditional occupancy is not allowed. If residents occupy the property after being notified, the city can take legal action against the property owner and its occupants.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The sewer lateral repair program applies to a residential property having six or less dwelling units. Claims under this program may only be made for failures and defects that occur subsequent to January 1, 2003.

What is considered defective:

A sewer lateral is considered defective when there is sufficient evidence, to the satisfaction of the City, to prove that the lateral is damaged. Such evidence may include, but is not limited to, a TV inspection, MSD dye test, plumber’s verification and sketches.

If a property owner is experiencing a blockage of the sewer lateral, the property owner must first contact a plumber or drain-layer licensed by St. Louis County to have the line cabled. If cabling does not result in clearing the line, the property owner must then have a televised inspection performed and a sketch prepared showing the approximate location of the defect. After the television inspection and sketch is completed, the property owner should contact the City of Black Jack to obtain an application and instructions for participating in the program. If the property owner wants to make a claim under this repair program, the property owner shall deliver to the City of Black Jack a completed application, a copy of the paid cabling bill, the sewer lateral television inspection video, sketch and any other information requested by the Department of Public Works.

Eligibility:

If the City determines eligibility, the City’s Public Works Department shall provide the property owner the specifications for the repair/replacement of the sewer lateral. The owner must then obtain at least three (3) bids from drain layers licensed by St. Louis County, which bids shall be consistent with the City’s specifications for the sewer lateral replacement/repair. The City reserves the right to reject any and all bids received from the property owner which have not been obtained from a drain layer licensed by St. Louis County and/or which are not responsive to the City’s specifications. The sewer lateral repair/replacement project shall be awarded to the lowest responsible bidder. The City may, at any time, in its sole discretion, obtain bids for the repair/replacement work from a drain layer licensed by St. Louis County for the purpose of comparison and to determine current market conditions or for any other City purposes.

Once the property owner’s application is approved and a bid accepted, the property owner shall schedule and shall be responsible for coordinating all repairs/replacements of the sewer lateral line using the drain layer whose bid was accepted. The property owner shall pay all of the costs of the
repair/replacement not covered by this repair program.

What is covered:

The repair program covers excavation, repair or replacement of the sewer lateral, backfilling,
seeding and strawing. The top six inches of the backfill will be topsoil. Any additional work desired by the property owner will be done at the property owner’s expense. The repair program will also cover the cost to replace sidewalk, driveway and street pavement removed to accomplish the repair. The cost of replacing all other improvements removed to accomplish the repair shall be the sole responsibility of the property owner.

The City will make the final decisions regarding all aspects of this repair program, including whether or not to repair or replace a sewer lateral, eligibility of expenses, responsibility of bidders, hazardous conditions, etc. The City has no obligation or responsibility for the performance of the contractor and no responsibility for any damages caused to the property owner’s property resulting from sewer lateral defects or the activities of the contractor on the property.

Occupancy Inspection Details

Brentwood conducts residential and commercial permitting and inspections for construction and occupancy. St. Louis County does not perform these inspections.

Do I have to have an Occupancy Permit to move into the City of Brentwood?
Yes

Do I need to have an Occupancy Permit if I am a renter?
Yes. Any new tenant, whether renting or owning, is required to have an occupancy permit.

How do I obtain an Occupancy Permit?
The current owner or landlord is responsible for arranging a housing inspection. After the unit has passed the inspection, the new tenant or owner completes the application for Residential Occupancy Permit and pays a $45 charge. The application must be completed and payment must be made before the permit certificate is issued. If you are financing the home purchase, most lenders will require you to have the occupancy permit prior to closing the loan.

What does the inspection cost?
The inspection is done at no cost to the current owner, who generally pays for the necessary repairs, if any. We will not issue an occupancy permit unless the house passes the inspection.

For how long is the inspection valid?

Six months. If the unit has remained unoccupied during that period, we can extend the expiration of the inspection.

Can I use the occupancy inspection to satisfy the inspection referred to in my purchase offer?

It is not recommended you do this. The inspection done by a professional home inspector as a part of your purchase of a home is much more thorough than the city’s inspection. We look primarily for life, health and safety issues. We do not look, for example, at the condition of the furnace or the anticipated future life of the roof system. The private inspector will give you a report on those types of things.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Who is covered:

The City of Brentwood’s sewer lateral repair program applies to single-family residential and to single-family fee simple ownership. The service is not available to commercial or industrial property (as determined by the use of the land). The property owner of a townhouse, duplex, condominium, or a multi-family building containing not more than six (6) dwelling units, is eligible to participate in compliance with the City’s policy and procedures governing this program. This program is not available to apartment buildings.

Lateral Program:

A defective lateral sewer service line is defined as a line that is not functioning properly.

The financial responsibility for contracted repairs to a covered defective sewer lateral approved by the City is limited to closed-circuit television inspection (CCTV) services, excavation, repair or replacement of the defective portion of the lateral line, and backfilling in a workmanlike manner. It will be the responsibility of the property owner to restore the landscaping and ground cover including grass in whatever manner that is consistent with any applicable property standards of the City the owner chooses. The City will not be responsible for restoration of the affected yard to the grass or landscaped surfaces, i.e., bushes, shrubs, trees, and plants.

It will be the responsibility of the City to replace sidewalks, driveways and streets, which are removed to accomplish the repair. In the event it is necessary to remove accessory structures such as fences, retaining walls, and the like, the property owner will be obligated to remove and restore such accessory structures to their pre-existing condition. In the event that obstacles such as yard sheds, garages, etc. are in the path of the sewer lateral and lie over the damaged portion of the lateral, the City reserves the right to require rerouting of the lateral to avoid the necessity of structure removal. In the event that rerouting is impractical, the City and the property owner will meet to discuss a solution equitable to both parties.

The Board of Aldermen updated the sewer lateral repair program in February 2019. Resolution 1084.2 involves these changes: Cabling/cleaning blockages is now the property owner’s responsibility. The cost ceiling for approved repairs is limited to $3,500 per calendar year.

Occupancy Inspection Details

An Occupancy Permit is required from the City of Byrnes Mill whenever occupancy is established or changed in a residential structure. This includes all homes, trailers, apartments, etc. Applicant must specify whether or not they are the principal leaseholder or owner of the property.  For property sales, this is a 1-step process for the entire transfer of the property from 1 owner to another.

Sellers typically apply for the permit and get the inspection ahead of the sale in order to ensure that the home is ready to sell. The buyer has to apply for the permit to list the occupants.

You are now able to fill out/submit the Residential Occupancy Permit online!

Occupancy Inspection
An Occupancy Inspection should not be confused with a professional home inspection. The city checks for cosmetic issues and does not ensure such inspections for any use as a home warranty. The fee is a flat $50 and an application is good for up to 6 months. A permit has to be issued within that time frame or the application becomes invalid.

Sewer Lateral Program Details

Who Qualifies
Inquiries should be directed to the City Clerk of the City of Charlack.

The owner of a single-family home, duplex or apartment building containing not more than six (6) dwelling units may recover eighty percent (80%) up to three thousand five hundred dollars ($3,500.00) of the cost for repairing defective lateral sewer service lines serving the property of the owner. Applications for reimbursement must adhere to the City’s policy set forth in this document.

Process

The City will authorize the repair of a defective sewer lateral if, after investigation, it is found to be crushed beyond the control of the property owner except for an act of God (i.e., earthquake, etc.) or if, as a result of pipe cracks or leaking joints, tree roots or soil have infiltrated the pipe resulting in a blockage of the pipe rendering the lateral not functional. Simple blockage that can be corrected by sewer cleaning or rodding will not be covered under this program.

The responsibility of the City is limited to excavation and repair of the lateral pipe and backfilling in a workmanlike manner. It will be the responsibility of the property owner to restore landscaping and ground cover, including grass, in whatever manner they choose. The City will not be responsible for restoration of the yard to a grass or landscaped surface.

The City reserves the right to reject any portion of the property owner’s bill which does not fall within the reasonable and customary costs for such a project. The City will also have the right to reject ancillary costs which are deemed excessive or unnecessary.

If an owner is experiencing a problem with the lateral sewer service line, the owner should contact a plumbing company or drain and sewer cleaning company to have the line cabled. The cost of cleaning out the sewer line will not be a reimbursable cost item. If the problem is not resolved by cabling of the line, the property owner should contact the Public Works Department or the office of the City Clerk at Charlack City Hall (#427-4715) between the hours of 9:00 A.M. and 4:00 P.M., Monday through Friday.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The program will cover the cost of certain repairs up to a maximum of $15,000. Any costs in excess of this amount will be the responsibility of the property owner. A non-refundable application fee of $100 shall apply to the cost of any repair undertaken in conjunction with this program.

If a property owner is experiencing a problem with their lateral sewer service line, the owner must first contact a licensed plumbing company or a licensed drainlayer to have the line cabled. (Sometimes the problem is not with the line itself, but may have become clogged by materials in the line.) As a common home maintenance expense, the cost of this cabling is not reimbursable by the City. If the problem is not resolved by cabling of the line, the owner can obtain a Residential Sanitary Sewer Lateral Repair Program Application at the Chesterfield City Hall located at 690 Chesterfield Parkway West between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday.

Per Missouri law, the program does not apply to those residential buildings with more than (6) units.
If you have any questions regarding the Residential Sanitary Sewer Lateral Repair Program, please contact the Department of Public Works at (636) 537-4762.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Single family home, a duplex or an apartment development containing not more than six (6) dwelling units may recover one hundred percent (100%) of the authorized costs, up to a maximum of $10,000, in repairing defective sanitary sewer lateral service lines serving the property of the owner. Property owners will be responsible for 50% of repair costs in excess of $10,000. Notwithstanding, the total annual expenditures shall not exceed the amount budgeted for the sewer lateral fund for the current fiscal year.

A sanitary sewer lateral service line is a sewer line, which extends from outside the building
foundation wall or exterior wall to the sewer main in the street or sewer easement. It does not
include a sewer line located under any part of the building, including such structures as porches,
decks, etc…. A lateral sewer service line may be located in a front, side, or rear yard.

ELIGIBILITY

All residents are eligible for sanitary sewer lateral line cabling and a camera investigation of their sanitary sewer lateral line by the City if they meet any of the following criteria:

  1. The resident has contracted with a cabling company, and that company cannot open the sanitary sewer lateral line. In this case, the City will contact its cabling contractor to attempt to open the sanitary sewer lateral line and perform a camera investigation. The cost to the resident for the initial cabling is not an eligible expense and shall be paid by the resident. The cost for the City to cable the line and perform the television inspection is an eligible expense and will be paid by the City.
  2. The resident can provide receipts for three (3) sewer lateral cablings with the previous eighteen (18) months. In this case, the City will contact its cabling contractor to perform a cabling and camera investigation. The cost to the resident for the three (3) initial cablings is not reimbursable and shall be paid by the resident. The cost for the City to cable the line and perform a television inspection is an eligible expense and will be paid by the City.
  3. The resident can provide a receipt for a cabling and camera investigation and the video of the camera investigation. The cost to the resident for the cabling and camera investigation is not reimbursable and shall be paid by the resident.
  4. There are sinkholes or other visual evidence in the resident’s yard, which indicate, based upon City staff experience and/or MSD dye test, that the sanitary sewer lateral line may have a defect. In this case, the City will contact its cabling contractor to perform a cabling and camera investigation of the sanitary sewer lateral, which will be paid by the City.
WORK COVERED BY THE PROGRAM

This program only funds the following work:

  1. Excavation, repair or replacement of the defective portion of the lateral sewer line, or removal of brick(s) in the line.
  2. Installation of a yard cleanout (if needed).
  3. Backfilling and compaction (by jetting, tamping, or other) of the disturbed portion of the site, rough graded, and covered with straw to minimize erosion.
  4. The replacement or repair of sidewalks, driveways, and streets damaged or removed in order to accomplish the repair. Only the replacement of the portion of paved surface that must be removed or damaged to accomplish the sewer repair is covered under this program.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The City of Creve Coeur insures sewer laterals for homes in the City for up to fifty percent (50%) of the cost to repair defective laterals, with a maximum City contribution of $7,500. A sewer lateral is the pipe that carries household waste from the home to the Metropolitan St. Louis Sewer District (MSD) sewer main. This program covers only the portion of the lateral pipe between the house connection and the sewer main. This program does not cover a sewer line located under any part of a building or a break inside of the home.

SEWER LATERAL LINE BREAKS:

When a sewer lateral line breaks or becomes clogged, sewage typically backs up into the home or yard. Areas in the yard may also sink or collapse in the vicinity of the broken pipe. If you believe your sewer lateral line is broken or clogged, there are a few steps that you need to take before filing a claim with the City.

WHAT TO DO:
  1. Contact a plumber or sewer cleaning service to have your sewer lateral cleaned and/or cleared of root infiltration. This is a home-maintenance expense that is not reimbursable by the City.
  2. If cleaning does not solve the problem, then you should have a plumber complete a video inspection of the lateral.
  3. Complete an application for the program and submit it and a copy of the inspection video, report, and supporting documentation to the Department of Public Works for review. The application for the program can be found here: Sanitary Sewer Lateral Application
  4. The Department of Public Works will evaluate whether the lateral has issues that warrant repairs and whether these repairs qualify for reimbursement through the program. Staff will typically review the inspection and notify the applicant of the findings within five (5) days.
  5. If the City determines that the inspection shows that the lateral has defects that warrant repair or replacement that qualifies for the program, then you must obtain three (3) repair bids and submit these bids to the City for review.
  6. The City will review the bids for consistency and completeness and will determine the lowest responsible bid for the work.  The City will set the reimbursement amount based upon the lowest responsible bid.
  7. It is the responsibility of the homeowner to enter into an agreement with the contractor to perform the work, to schedule the work, and to pay the contractor.
  8. Upon completion of the work, the homeowner must submit copies of the following:
    (1)  Sanitary Sewer Lateral Application
    (2)  Copies of all bids received
    (3)  A receipt showing payment (in full) to the contractor
    (4)  A receipt showing all real estate taxes for the current year are paid in full for the property at which the repairs took place
    (5)  A lien waiver from the contractor for the work
    (6)  A completed permit for the work from the St. Louis County Plumbing Department
REIMBURSEMENT:

Upon receipt of all required documents, the City will reimburse the property owner for 50% of the cost of all qualifying repairs, with the City paying a maximum of $7,500. Prior to the reimbursement, the homeowner must pay the plumber in full, as well as any outstanding City bills (such as permit fees, fines for violations, and charges for copies) and the current year’s St. Louis County real estate taxes.

Sewer Lateral Insurance Program

  • Reimbursement 60% of approved bid
  • Contact Information 314-994-9861 Jim Griffin of the Frontenac Public Works Department
  • What portion of lateral repair / replacement is covered by program? 6" outside foundation wall to the sewer main

Sewer Lateral Program Details

The sewer lateral repair program is not available to multi-family buildings or to renters. This service is limited to covering 60% of the required costs for the repairs. The Homeowner is subject to the remaining 40% of the required costs for the repairs.

A sewer lateral is defined as the portion of the sewage system that carries household wastes to the MSD or private sewer main and which begins six inches (6 “) from the cast iron or plastic stub-out point OUTSIDE the foundation or exterior wall of the residential dwelling structure and ends at the MSD or private sewer main. The definition is the same whether the pipe is located in the front, side, or rear yard. Damaged or blocked pipes located within six (6”) inches, or within, or under the exterior walls or foundation of the residential dwelling structure are NOT covered by this program.

If the owner is experiencing a problem with the lateral sewer service line, the owner should contact a plumber/drain layer company, licensed in St. Louis County, to have the line cabled and cleared. Their report is to be attached to the application. Sometimes the problem is not within the sewer line. It may have clogged up from the entry of improper materials. The cost of cleaning out the sewer lateral will not be a reimbursable cost item.

If the problem is not resolved by cabling of the line, the property owner should contact the Jim Griffin of the Frontenac Public Works Department between the hours of 8:30 a.m. and 5:00 p.m. Monday through Friday (314-994-9861 or jgriffin@cityoffrontenac.org). The owner must fill-out an application form before being processed.

The owner must provide a copy of their most recent paid real estate tax bill for the address requiring sewer lateral assistance. Unpaid tax bills will not be covered under the program.

Crystal Lake Park may arrange for the Metropolitan Sewer District to perform a dye test. In most instances, this will disclose whether there is a break in the sewer line.

If a dye test is performed and does not indicate a break in the sewer service line, the owner may hire a contractor to televise the line so that the cause of the problem can be determined. If that discloses that the line is defective, the cost of such testing, to the maximum of $150.00 is includable as part of the reimbursable cost.

When it is determined from the television inspection that the service line is defective, the homeowner shall solicit bids (or if a yearly bid is taken, the chosen contractor) from St. Louis County licensed plumbers or drain layers for the necessary repair work. Solicitation of bids may also be sought for individual repairs even if a yearly bid has been taken.

As of October 16, 2018

From the bids received, Crystal Lake Park may hire a contractor which it determines has submitted the lowest bid to repair the sewer service line. The contractor shall obtain any necessary permits from the City of Crystal Lake Park, and from St. Louis County, to perform the work in compliance with applicable St. Louis County and Crystal Lake Park codes, and submit to Crystal Lake Park upon completion of repair work. The contractor is expected to accomplish the contracted work within a fourteen-day period.

The corrective work which is subject to reimbursement from the Fund is limited to excavation, repair or replacement of the defective portion of the line, backfilling, and seeding and straw of the disturbed portion of the yard. Additional work shall be done at the homeowner’s expense. This will include later settling of the dirt and grass and any replanting that may be necessary.

Upon completion of the corrective work and confirmation that the contracted work has been accomplished, Crystal Lake Park will pay the contractor 60% of the corrective work, not to exceed the amount of the approved bid.

The City of Crystal Lake Park has no obligation or responsibility for the performance by the contractor, and no responsibility for any damages caused to the homeowner’s property because of the sewer line defects.

This stated program shall not include damage to the lateral lines which occur from “Acts of God, People, or Nature” such as, but is not exclusive to, earthquakes, floods, trees, lightning, tornados, vandalism, or other such natural environmental and weather-related disasters.

Sewer Lateral Program Details

This repair program applies to single-family residential units for which the sewer lateral fee is paid prior to any event causing repair. The owner shall provide proof of payment on most recent paid tax bills. Under the Sewer Lateral Repair Program, residents will pay a deposit of $125 which should be submitted with the resident’s application. If there is a break in the line, the $125 deposit will be refunded to the resident and the City will bear the cost for this cleaning in conjunction with this investigative stage, up to the maximum of $5,000. If no break is found and it is determined that the sewer is blocked, the $125 deposit will be retained by the City, and the resident will be responsible for the unblocking of the sewer lateral.

The City’s Sewer Lateral Fund finances the repair of defective sewer lateral lines. The program is funded through a $28 special assessment on residential property charged annually. The Sewer Lateral Repair Program pays for point-of-break repairs, which means that only the portion of the pipe that is defective is repaired. The City will only replace the entire sewer lateral if it is determined to be necessary by the City in consultation with a licensed plumber or drain layer.

The responsibility of the Sewer Lateral Repair Program is limited to the screening for the break or offset, excavation and repair of lateral pipe and backfilling in a workmanlike manner. The top six inches of the backfill material will be topsoil. The Sewer Lateral Repair Program will also be responsible for filling any machinery ruts and scraping any excess dirt created during repair and the replacement of sidewalks and parts of paved driveways and streets removed to repair defective laterals.

HOW DOES THE PROGRAM WORK?

1. If a blockage in your lateral occurs that cannot be removed by a plumber or sewer cleaning service, or a sinkhole is observed, you may have a broken sewer lateral. If such a condition exists, you should come to City Hall and fill out an application for the program. The Sewer Lateral Program will not pay for the cost of sewer cleaning to remove tree roots or buildups, rather this is the responsibility of the resident or homeowner.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Process:

Before the City’s insurance policy will cover repairs, the homeowner needs to take a few steps to make sure the sewer lateral is indeed collapsed or damaged, rather than just clogged.

  1. Call a plumbing or sewer cleaning service and have them clean the sewer lateral line.  The homeowner is responsible for the cost of this service call.  If the cleaning solves the problem, the sewer lateral is fine.  If it does not solve the problem, the plumber should state the problem on the homeowner’s invoice and the homeowner should apply to the Sewer Lateral Program.  A $150.00 application fee is required.
  2. The city will review the claim and arrange for our investigative contractor to video the inside of the pipe. This investigation will be used to ensure the line is collapsed or damaged.
  3. If the video shows damage, our repair contractor will repair the line.  The homeowner does not need to get bids for the repair.
  4. Expenses less than $7,500 will be paid by the City.  All costs thereafter are the homeowner’s responsibility.
Additional Notes:
  • The contractor provides the City with a certificate of insurance and performance bond for this work. The company is licensed and has significant experience in doing this type of sewer repairs.
  • Substantially solid sewer lines that merely have a few roots in them will not be replaced. Cabling of such lines is the homeowner’s responsibility.
  • Should the scope of the project involve more than $7,500 in total charges, the owner will be given the choice of either directly paying the contractor for more work, or having the project stopped.

Please contact the public works department at 314-835-6130 for more information and to see if you qualify for the program.

Sewer Lateral Program Details

The Ellisville Sewer Lateral Insurance Program provides insurance coverage to assist homeowners with the cost of repairs to residential sewer lateral service lines.

Steps in Sewer Lateral Insurance Program
  • Identification of a defective private sewer lateral
  • Blockage (unresolvable by private cabling)
  • Cave-In (investigated by the city and Metropolitan St. Louis Sewer District, MSD)
  • Leakage (raw sewage on ground)
  • Application to city by homeowner
  • City contractor performs camera inspection and locates defective section
  • Upon city authorization, homeowner obtains three bids from city-approved contractors
  • Homeowner has work performed by contractor approved by city
  • Payment is made to contractor upon completion of work
Additional Information

The city has no obligation or responsibility for the performance of the contractor and no responsibility for any damages caused to the owner’s property because of sewer line defects.

When the city determines an emergency or special circumstances exist, the bidding requirements may be waived by the city. In these special situations, the homeowner will be authorized to contact a specific contractor of the city’s choice or the city may authorize the use of a contractor who is not the low bidder.

If the city is notified of, or otherwise becomes aware of, the probability of a leaking sanitary sewer lateral, then the city will take appropriate steps to identify the cause. This may include a dye test, video or camera inspection, or any other steps deemed necessary. The homeowner is responsible for repair or replacement of a leaking or defective sewer lateral. You may be eligible for assistance under the Sewer Lateral Insurance program.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Program Overview

A sewer lateral is the part of your sewer system that runs from the foundation of the house to the sewer main, which is usually under the street. Most residents don’t give it much thought until there are backup problems.

The program is designed to assist residents with the high cost of replacing their sewer lateral line. These costs can range anywhere from $1,500 to $10,000 depending on the depth and length of your sewer line and the significance of the break. The program has a special fund to assist homeowners in meeting this expense. This is a break-even fund, with no additional tax support. Payments from the fund may be reduced due to the fund balance available. Please contact the Public Works Department for more information on this funding.

Covered Expenses

The program covers 85% of the cost of the repair and the homeowner is responsible for 15%. For example, if the total repair cost was $2,500, the city would pay $2,125 and the homeowner would be responsible for $375 plus the cost of the cabling of the line.

Program Guidelines
  • The homeowner is responsible for having the line videotaped, and a Ferguson Public Works Inspector must be present. If a break is found, the City of Ferguson will reimburse the homeowner for the cost of the videotaping. (Videotaping does not require a licensed plumber).
  • The City reserves the right to refuse a videotape that is not sufficiently clear enough to determine
the break. The distance (location) of the break must be pinpointed and marked on the video or on an accompanying log. The cost of the video will be deducted from the homeowner’s share of the lateral repairs.
  • The Program will cover 85% of the repair cost, and the homeowner will be responsible for 15% of the repair cost. The homeowner will deposit their 15% of the estimated cost to the City prior to the City’s authorization of work (less video cost).
  • Change orders and additional cost for repairs may not be incurred without prior approval of the
Public Works Director. If approved, the homeowner will be responsible for 15% of any overages
    above the original estimate.
  • The Director of Public Works will make the final determination of scope of work to be performed and whether the scope of work meets the guidelines as adopted and amended from time to time.
  • Upon determination there is a break eligible for the program; the homeowner will be responsible for obtaining three (3) bids from a list of qualified plumbing contractors approved by the City. The bids will then be submitted to the Public Works Department for review and selection of the contractor.
  • Repairs are authorized for breaks only, not maintenance. (Roots growing through bells and joints are maintenance).
  • Septic systems and commercial properties are NOT eligible for the program.
  • The program is a repair of the specific break location, not replacement of the entire lateral line
(unless evidence indicates this is necessary as determined by the Director of Public Works).
  • Single family and multiple family units of 6 units or less are eligible for the program.
  • The Public Works Department will be responsible for all inspections.
  • The decision of the Director of Public Works may be appealed to the Building Board of Appeals
for a fee of $50. In the event the appeal is upheld, the filing fee will be reimbursed to the applicant.
  • Failure to follow the outlined procedure (i.e. doing work without authorization) will not be eligible for reimbursement.
  • Any property owner who is in arrears to the City for any fees, taxes or other monies is ineligible to participate in the program or receive any reimbursement from the program until all past due payments have been received in full.

Occupancy Inspection Details

Residential

A property in the City of Florissant can be sold without an inspection ‘as is’. However, the buyer will then be responsible for obtaining and paying for the inspection and attaining occupancy permit prior to anyone moving into or occupying the property.

The City of Florissant takes pride in its community and housing stock. Minimum standards for dwelling units were created to protect the public safety, health and general welfare of the people of the city. The general objectives are to:

  • To protect the character and stability of residential properties.
  • To provide minimum standards for cooking, heating and sanitary equipment necessary to health and safety of occupants of building.
  • To provide facilities for light and ventilation necessary to health and safety.
  • To provide minimum standards for maintenance of existing residential buildings, and to thus prevent the creation of slums and blight.
  • To preserve the property value of land and buildings throughout the city.

Occasionally there will be differences in the inspection report from the City of Florissant and a private inspection company or FHA/VA. It is recommended that the buyer note any problems during their final walk-through and use the inspection report results from all sources rather than comparing one report against another for discrepancies.

Commercial

Prior to occupying a commercial building, which includes such uses as schools, churches, community organizations, an occupancy inspection and permit are required. In most cases a business license is also required. Applications for a business license and commercial occupancy inspection may be obtained from the Florissant Finance Department at the Florissant City Hall. The Building Commissioner reviews all commercial occupancy requests for compliance to the Florissant Zoning Code.

Should you have any questions regarding business licenses please call the Finance Department at 314-839-7611. For more information regarding commercial occupancy inspections please call the Public Works Department at 314-839-7648.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The City of Florissant’s Residential Sewer Lateral Insurance Program covers the cost of repairing a defective residential sanitary sewer lateral in the City of Florissant.

Under this program, homeowners pay a $28.00 annual fee, which is included on the real estate property tax bills issued to homeowners each year.

The portion of the residential sewer lateral that is covered under this program runs from the main sewer line up to within five feet of the residential dwelling unit. The homeowner is responsible for the cost of repair or replacement of their sewer lateral inside their home and within five feet of the residential dwelling.

The program does not cover septic tank systems, private treatment systems or the cost to replace any trees, shrubs, flowers, sod, decks, concrete work (except for sidewalk and street work), retaining walls or out-buildings that may be damaged during repair of the sewer lateral. The program will cover only sanitary sewer laterals that connect to the main sewer system. The program is responsible for covering the repaired sewer lateral site with clean fill soil, including seeding the area.

This program does not apply to commercial, industrial or multi-family properties with more than six dwelling units.

What constitutes an emergency repair?

A lateral that is severely clogged and cabling the lateral by a St. Louis County licensed certified plumber or drain layer is unsuccessful is considered an emergency repair. The clog must be so severe that nothing can pass through the lateral. In a case where there are numerous emergency repairs pending, they are repaired in the order received. If there is only one emergency repair pending, it will be moved in front of all pending repairs but only after the paperwork has been approved by the City Engineer and the Street Department has contacted Missouri One Call in which all underground lines have been located. The locating of underground lines through Missouri One Call takes a minimum of 48 hours.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Eligibility

The owner of a single family home may recover one hundred percent (100%) of the authorized costs (not to exceed thirty-four hundred dollars, $3,400.00), in repairing defective sewer lateral service lines serving the property of the owner, in compliance with the City’s policy and procedures governing this program.

Each owner of a single family home shall be assessed twenty-eight dollars ($28.00) per year on their annual general tax levy bill. Owners of residential dwellings who are delinquent in paying any City of Frontenac taxes, fees or assessments will not be allowed to participate in the program until all taxes; fees, assessment and interest have been paid.

Commercial and industrial properties cannot participate in the program.

Reimbursements to homeowners will be based on a first come first served basis.

Procedure:

A sewer lateral service line is the sewer line, which extends three to five (3-5) feet from the outside of the building foundation wall or exterior wall to the sewer main in the street or sewer easement. It does not include a sewer line located under any part of any building. A sewer lateral service line may be located in a front, side, or rear yard.

If a property owner is experiencing a problem with their sewer lateral service line, the owner must first contact a St. Louis County licensed plumbing contractor or a St. Louis County licensed drainlayer contractor and have the line cabled or jetted. (The problem may be a clogged line, and not a defective sewer lateral service line.) The cost of cabling or jetting is not reimbursable by the City because this is a home maintenance expense. If the problem is not resolved by cabling or jetting of the line, the owner should contact the City of Frontenac Public Works Department at 994-9861, Monday through Friday, between the hours 8:30 AM and 5:00 PM, to obtain an application and instructions for participation in the program.

Reporting Changes in Occupancy Required:

Every dwelling unit in which a change of occupancy is to occur must be reported by the owner to the City Hall so that the Enforcement Official may inspect the structure according to the provisions of this Chapter. Failure to make such a report shall constitute a violation of this Chapter, and the person responsible for the failure shall be subject to the penalties of this Chapter.

Responsibilities of Real Estate Brokers:

All real estate brokers and agents and similar businesses and owners of multiple-family dwelling units shall report each dwelling unit which is to change occupancy as in this Chapter defined so that the Enforcement Official may inspect the unit according to the provisions of this Chapter. Conditional Permits.

A conditional occupancy permit may be issued by the Enforcement Official if, in his/her judgment, any deficiencies in structures covered by this Chapter would not seriously endanger the health or safety of the occupants or the community, and provided that the occupant makes an affidavit stating that he/she will correct deficiencies within a specified time and thus bring the structure into compliance with the provisions of this Chapter. The occupant may then occupy the dwelling unit while repairs are being made. At such time as the dwelling complies with all the provisions of this Chapter, an occupancy permit will be issued as provided above.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The Sewer Lateral Repair Program is designed to pay up to a maximum of $3,000 towards repairing broken residential sewer laterals from the sewer main to the house. All residential units are covered under this program with the exception of the three (3) condominium complexes within the City of
Glendale.

The Sewer Lateral Repair Program will also be responsible for filling any machinery ruts and scraping any excess dirt created during the repair and the replacement of sidewalks and parts of paved driveways and streets removed to repair defective laterals.

It will be the responsibility of the property owner to restore landscaping and ground covers, including grass in whatever manner they choose. The City is not responsible for restoration to a grass or landscaped surface. In the event obstacles such as yard sheds, garages, etc. are in the path of the lateral and/or lie over the damaged portion of the lateral, the City reserves the right to reroute the lateral to avoid the necessity of removing the structure. The program does not cover the cost to replace any trees, shrubs, flowers, sod, decks, retaining walls, fencing, or outbuildings that may be damaged during the televising or repair of the sewer lateral.

The City will pay for diagnostics and repair charges up to a maximum of $3,000 per repair of a sewer lateral. Any additional amount above the $3,000 ceiling will be the responsibility of the property owner.

Licensed plumbers and drain layers will be contracted to work on the sanitary sewer lateral on a bid basis. The City will establish a bid list and send out bids and contract with the lowest and best bidder. Upon contracting with a plumber or drain layer, the City will work closely with the contractor to insure that the sewer is repaired in a workmanlike manner. The City will inspect the sewer upon completion of the repair and will make any payment directly to the contractor only if the repairs are satisfactorily completed.

If a blockage in your lateral occurs that cannot be removed by a plumber or sewer cleaning service, or a sinkhole is observed, you may have a broken sewer lateral. If such a condition exists, you should come to City Hall and fill out an application for the program. The Sewer Lateral Repair Program will not pay for the cost of sewer cleaning to remove tree roots or buildups, rather this is the responsibility of the resident or homeowner.

Applications for sewer lateral repair can be obtained at City Hall during normal business hours or you may call 965-3600 to have one mailed or faxed to you. The resident or homeowner should not submit an application until an attempt has been made to clean out the sanitary sewer lateral by a plumber or sewer cleaning service.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Work Covered By City Sewer Lateral Program
  • After a failed attempt to open the sewer lateral by rotary cutter, the property owner should contact a plumbing company to camera their sewer lateral line. Root blockage/infiltration does not qualify for the Sewer Lateral Repair Program.
  • After review of the video, the City will determine eligibility for the Sewer Lateral Repair Program. If eligible, the City will determine the lowest and/or best bid and will authorize the approved St. Louis County licensed plumber/drain layer to do the repair.
  • If eligible, cost of the camera work is reimbursed at 90% to the property owner. The property owner shall be responsible for the remaining 10%.
  • If eligible, corrective sewer lateral repair work is reimbursed at 90% to the Contractor, less $30 for the excavation permit. The property owner shall be responsible for the remaining 10%.
  • The City Sanitary Sewer Lateral Program includes repair or replacement of the defective portion of the sewer lateral line, filling the trench, and seed and straw. Right-of-way public sidewalk and sewer replacement is covered when required. The property owner shall be responsible for all other restoration (landscaping, pavement or other work requested by the property owner).
  • The maximum City contribution shall be $7,500.00.
  • Sewer line maintenance cost is not covered by the program.
  • Property owners who are delinquent in paying the City sewer lateral fee will not be allowed to participate in the Sewer Lateral Repair Program until all delinquent fees and/or penalties are paid.

  • Limit of Coverage Up to 5,000
  • Contact Information 314-388-1164
  • What portion of lateral repair / replacement is covered by program? 5 feet outside foundation wall to the sewer main

Sewer Lateral Program Details

Assuming fees collected exceed expenditures, the Jennings City Council may waive all or any portion of the fee for all residents, for any period of time they choose, provided that the fee may be reassessed without an affirming vote of the people in order to meet increasing demand.

A sewer lateral is defined as the portion of pipe which carries household wastes to the MSD sewer main and which begins five (5) feet from the house connection and the sewer main. The definition is the same whether the pipe is located in the front, side, or rear yard.

The City will contract for the repair of a defective lateral if after investigation, it is found to be crushed due to causes beyond the control of the property owner, or if, as a result of pipe cracks or leaking joints, tree roots or soil has infiltrated the pipe resulting in a blockage of the pipe rendering the lateral not functional. Simple blockages that can be corrected by sewer cleaning or rodding will not be covered under this program. The City will make payment to the contractor. In the event of a difference of opinion, the homeowner has the right to obtain additional testing at their own expense, and appeal the decision to the City Council.

The responsibility of the City’s sewer lateral repair program is limited to the excavation and repair of the lateral pipe, and backfilling in a workmanlike manner. The top six inches of backfill material will be topsoil. fine graded and made ready for seed or sod. It will be the responsibility of the homeowner to restore landscaping and ground cover, including grass, to code; in whatever manner they choose, on their property. The program will not be responsible for the restoration of private property to a grass or landscaped surface; however, the replacement of any sidewalk or driveway, which must be removed to accommodate the repair, may be included in the program cost.

Restoration of any public property to its pre-construction condition shall be included in the cost of the project, to include but not be limited to grass, tree lawns, sidewalks and roadway pavement.

In the event it is necessary to remove accessory structures such as fences, this money can be used to restore such fence to their preexisting condition. In the event obstacles such as yard sheds, garages, sidewalks or driveways, etc., are in the path of the lateral and lie over the damaged portion of the lateral, the City reserves the right to re-route the lateral to avoid the necessity of removing the structure. St. Louis County licensed plumbers and drain layers will be contracted to work on the sanitary sewer laterals on a bid basis. The lowest and best bid overall shall be awarded the contract. The successful contractor shall pay no less than the prevailing rate of hourly wages for each craft or type of workmanship needed for the sewer lateral repair as determined by the Missouri Department of Labor and Industrial Standards. The City, taking into consideration health and safety issues and the recommendation of MSD, as scheduled, shall determine prioritization of work.

The fund will pay all covered costs to a maximum of $10,000 per repair. In cases where the cost may exceed $10,000, they will be reviewed on an as needed basis. Costs paid shall not exceed the fund balance; should the fund balance be insufficient, repairs will cease until the fund has been replenished.

  • Complete the online Occupancy Inspection application. You can pay for the inspection with this form.
  • A representative from the Building Commissioner’s Office will then call you to schedule your inspection.
  • After the inspection has been completed and your home or business has passed the inspection, including rectifying any problems, you will then need to come to Kirkwood City Hall, 139 S. Kirkwood Road, 63122, during regular business hours (8:00 a.m. to 5:00 p.m., Monday thru Friday) to obtain your permit and sign up for utilities. • If you are in the Kirkwood Electric service area, you will sign up for electric, water, and sanitation at the Finance window. You will need to sign up for gas service separately. See below.
  • If you are in the Ameren Electric service area, you will sign up for water and sanitation at the Finance window. You will then need to sign up for electric service separately with Ameren (in addition to gas service).

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The Sewer Lateral Insurance program provides insurance coverage to assist homeowners with the cost of repairs to residential sewer lateral service lines.  Residential properties containing six (6) or fewer dwelling units are eligible to have a portion of the costs to repair an eligible sewer lateral defect reimbursed by the City.  The program is funded through an annual fee of $28 placed on property owners’ St. Louis County property taxes.  Applicants for this program must not be outstanding on any monies owed to the City of Kirkwood or must be regularly participating in a deferred payment plan authorized by the Finance Department.

Who is responsible for repair and maintenance of private sanitary sewer laterals?

The private sanitary sewer lateral is an underground pipe carrying wastes leading from a building to the public sanitary sewer main in the street.  The property owner is responsible for repairing defects to their private sanitary sewer lateral including the connection to the public sewer main.  The Metropolitan St. Louis Sewer District (MSD) does not fund sewer lateral repairs.

How do I use the Sewer Lateral Insurance program?

Step 1: Identity there is an issue with your sewer lateral.

Step 2: The property owner submits a Sewer Lateral Insurance Program application and $400 deposit to the Building Commissioner’s Department located in the basement of City Hall.

Step 3: The City dispatches an inspection contractor to cable and perform a video inspection of the lateral. The property owner is refunded the deposit less cabling and inspection costs.

Step 4: City staff determines if a program eligible defect is present .

Step 5: The City sends an authorization form to the property owner.

Step 6: The property owner obtains a minimum of 3 bids from approved contractors. IF the City determines it is an emergency then bidding requirements may be waived. Approved contractors can be found in the Sewer Lateral List of Contractors.

Step 7: The property owner contracts with the lowest bidder to perform the repairs.

Step 8: The contractor obtains all necessary permits, inspections and performs the work.

Step 9: The property owner submits the required final documents to the City

  • Completed authorization form previously provided by the City
  • Contractor’s itemized final invoice
  • Contractor’s final lien waiver
  • Minimum of two (2) additional competitor bids

Step 10: The City pays the contractor 75% of the eligible costs

Step 11: The property owner pays the remaining balance of all costs.

Typical work NOT eligible for reimbursement:
  • Repairs to laterals inside the home, under the basement or foundation or within 1 ft. of the exterior foundation wall (5 ft. for cast-iron pipe).
  • Replacement or repair to structures such as  foundations, porches, decks, fences and retaining walls necessary to repair the defective lateral.
  • Repair to private underground systems such as irrigation systems, dog fences and security systems.
  • Repair to landscaping other than seed and straw.
  • Replacement of decorative concrete or pavers.
  • Clearing of roots.
  • Minor cracks not showing signs of infiltration or leaks.
  • Separated pipe joints not showing signs of infiltration or leaks.
  • Damage caused by other homeowner construction.
  • Repairs to sewer laterals to new homes identified within 5 years of construction completion.  This includes connections to the public main.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Covered are residential property owners, within the city limits, including:
  • Condominiums
  • Duplexes
  • Multi-Family Dwellings with Six Units or Less
  • Single Family Homes
  • Villas

Condominiums with separate laterals for each unit are considered individual properties regardless of the number of adjacent dwelling units.

Funding

Funds for the program are distributed on a first come first serve basis until the funds have been depleted. If funds are depleted, applications can still be submitted and reviewed and eligible projects will be placed on a waiting list for the next year. If funds remain at the end of the year they will carry over to the next year. There is a limit of one covered repair per year per property. The program will provide a maximum of $7,500 per household. Any charges in excess of $7,500 are the homeowner’s responsibility.

If the bid exceeds the maximum cap of $7,500 the resident may apply to the Board of Alderman for consideration of a hardship adjustment prior to commencing work (additional coverage that would apply to the repair). Hardships are only intended for cases of unusual expense and typically involve improvements owned by a party other than the property owner such as a neighbor’s driveway, city street, utility conflicts, and the like.

All city bills must be up to date and all debts paid to the city to qualify for the program. A warranty will be provided by the contractor to the resident for all work completed (minimum of 1 year).

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The City’s participation in the MSD Sewer Lateral Repair Program.  St. Louis County government administers the entire program that includes collecting an annual $50.00 tax based fee.

Should you need a line repaired, you will need to follow a process, which is outlined as follows:

First, you need to contact a master plumber to have a camera test run to verify that there is a break in the line. The program does not cover this cost, so you will need to pay the plumber directly.

Next, once a break has been verified, you need to submit an application to the County for repair. Applications can be obtained in three ways.

  1. If the master plumber is on the County’s bid list, you should be able to obtain an application through him or her.
  2. You can phone the St. Louis County Sewer Lateral Repair Program office at (314) 615-8427, to request an application.
  3. You can visit this link to apply online.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

WHAT PROPERTIES ARE ELIGIBLE FOR THE PROGRAM?

Residential properties of six units or less are eligible. Larger residential buildings and commercial properties are eligible for the low-interest loan program.

WHO OWNS THE SEWER PIPES THAT SERVE MY HOME?

The sewer pipe, located underneath the basement floor of the home, which runs through the house foundation, through the yard, and connects to the sewer main pipe in the street (or alley), is property of the homeowner. The sewer main pipe is property of the Metropolitan St. Louis Sewer District.

WHAT REPAIRS ARE COVERED UNDER THE PROGRAM?

The program covers replacing defective pipe from the sewer main line in the street or alley to one foot outside the building foundation (which includes front porches). The program does not include pipe replacement in the foundation wall or underneath the basement floor. The program also does not cover the cost of cleaning by cabling, removal of tree roots or debris or hydroflushing. The program does not cover excavation work under porches.

DOES THE PROPERTY OWNER PAY A PORTION OF THE COST OF THE REPAIR?

There is no charge to the property owner for a sewer lateral repair under the program.

HOW DOES THE PROPERTY OWNER PARTICIPATE IN THE PROGRAM?

The property owner contacts the Maplewood Public Works Department (645-3600) when he or she has a sewer line that is defective. The property owner must present a bill or letter from a plumbing or sewer cabling company that indicates the pipe is broken, collapsed or severely shifted, or that the company was unable to open the sewer line. The property owner is responsible for having the line cabled and videotaped. Additionally, the homeowner must provide a copy of the tape to the Public Works Department. The property owner is not required to complete an application. After this confirmation is
received, the location is added to the program list. Referrals are also received from the Metropolitan St. Louis Sewer District.

WHO REPAIRS THE BROKEN LINE?

The Maplewood Public Works Department excavates, removes the defective pipe, backfills the excavation, restores the pavement and sidewalk, and reseeds of the lawn. Drain layers, licensed by St. Louis County, replace the sewer pipe. Firms are awarded the pipe replacement work by competitive bidding on an annual basis.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

A sewer lateral is defined as the portion of the sewage system which carries household wastes to the Metropolitan Sewer District’s sewer main.  The sewer lateral lies between the home’s foundation wall, or exterior wall, and the MSD sewer main, which are typically located under the street or in the sewer easement.  For the purposes of this program, the sewer lateral does not include any portion of the line that lies under any part of a building.  A sewer lateral may be located in the front, side or rear yard.

All single family residences, condominiums, and duplexes within the Village of Marlborough are covered by the sewer lateral program.

A sewer problem is considered eligible to receive Village-held sewer lateral funds if after investigation and documentation by one licensed plumbing firm in St. Louis County and affirmed by a village designated plumber, the lateral sewer line is found to be crushed or collapsed due to causes beyond the control of the property owner.

Cabling, sewer cleaning, and rodding are not covered by the lateral sewer repair program.

When it has been confirmed by the village designated plumber that the sewer problem qualifies for the sewer lateral repair program, then the property owner shall solicit bids for the necessary repair work from at least three (3) plumbing contractors (one of which needs to be from village designated plumber) or drain layers licensed to perform such work in St. Louis County.  The property owner may hire the contractor which he/she determines to be the best contractor to repair the sewer line.

Corrective work which is subject for reimbursement from the sewer lateral fund is limited to excavation, repair, or replacement of the collapsed portion of the line.  Additional work shall be done at the homeowner’s expense.

FOR FURTHER INFORMATION REGARDING THIS PROGRAM, PLEASE CALL VILLAGE HALL AT 314.962.5055

THE VILLAGE HAS NO OBLIGATION OR RESPONSIBILITY FOR THE PERFORMANCE BY THE CONTRACTOR AND NO RESPONSIBILITY FOR ANY DAMAGES CAUSED TO THE HOMEOWNER’S PROPERTY BECAUSE OF SEWER LINE DEFECTS.

Occupancy Inspection Details

The Division of Building and Code Enforcement manages the building permit process, the occupancy permit program and the inspections associated with each.

Occupancy Permits

An occupancy permit is required at any change of ownership or representation of ownership, change of tenancy or construction activity. Occupancy permits are not transferable.

It is the responsibility of any person, owner, corporation or agent to not occupy or permit the occupancy of any commercial or residential premise or structure in the city without first obtaining an inspection and certificate of occupancy. The term “occupancy” includes the movement of furniture, equipment or other property into the premise or structure.

Residential Single-Family Permit Process

  • A residential occupancy permit is a two part process: to get the occupancy permit, the structure must pass a Maryland Heights building inspection.
  • If you’re a realtor of residential property, this guide provides helpful information to help your clients navigate the process. Individuals selling their homes may also find this guide helpful.
  • Residential Inspection Application
  • Residential Occupancy Permit Application
  • Includes single-family homes, duplexes, and condos.
  • Inspection fee is $75 and includes up to 2 re-inspections.
  • The City has no preference for which party applies for the inspection.
    • The applicant may be the owner, buyer, tenant, or agent and he/she will receive a fixed inspection time at the time of scheduling.
    • Someone must be present during the inspection; lock box entry is not allowed by City policy.
      • If this person is not the applicant or owner, they must be listed as an authorized representative on the inspection application form.
    • The inspection includes both the interior and exterior of the structure and normally takes less than an hour.
    • If there are any violations, the inspector will leave a Field Correction Notice listing these violations. Violations must be corrected and a reinspection performed.
  • The occupancy permit must be applied for in person by one adult member of the household.
    • Occupancy permits may be applied for prior to the inspection, but are only released once the property passes inspection.
    • When applying for the occupancy permit, you must present:
      • A photo ID
      • Proof of Lease or Ownership (ex. lease agreement, title statement or closing documents)

Sewer Lateral Insurance Program

  • Limit of Coverage 50%
  • Contact Information 314-868-2433
  • What portion of lateral repair / replacement is covered by program? Between the foundation wall and the sewer main

Sewer Lateral Program Details

This sewer lateral program applies to single family home, duplex, condominium building or multi-family building containing not more than 6 dwelling units only and is not available to residential buildings with more than 6 units or commercial and industrial (as determined by the use of the land) property. The City will pay 50% of the authorized costs (up to $5,000.00) this price also includes the camera in repairing defective lateral sewer service lines.

A sewer lateral is defined as the portion of the sewage system, which carries household wastes to the Metropolitan Sewer District (MSD) and which lies between the structure foundation wall, or the exterior wall if construction is non-traditional, and the sewer main. The definition is the same whether the pipe is located in the front, side or rear yard. Damaged or blocked pipes located within the exterior walls of the unit are not covered under this insurance program policy. (The Sewer Lateral Program does not cover general maintenance such as branches, tree roots, foreign objects etc…..).

A sewer lateral is considered defective when there is sufficient evidence, to the satisfaction of the City, to prove that the lateral cannot be cleared to allow the lateral to function properly. Evidence includes, but is not limited to a video inspection, MSD dye test, plumber’s verification, sketches, etc. The City may require a homeowner to submit additional documentation as needed.

If a homeowner is experiencing a blockage of the sewer lateral, the owner must first contact a licensed plumber to have the line cabled. If cabling does not result in clearing the line, the owner should have a televised inspection performed showing the approximate location of the defect. The City will not reimburse owner for camera if problem is not considered to be a sewer lateral. After the television inspection is completed, the homeowner should contact the City of Moline Acres City Inspector between the hours of 9am and 4:30pm Monday through Friday to secure and application and instructions for participating in the insurance program. The homeowner shall return the completed application, a copy of the paid personal property tax receipt, and the television inspection along with the paid receipt for the video to the City Inspector for review and determination of eligibility.

Once the application is approved, the homeowner is responsible for obtaining three bids from the list of licensed plumbers/drainlayers registered with the St. Louis County Plumbing Department. The owner must obtain at least three bids which are acceptable to the City of Moline Acres for the sewer lateral replacement/repair. The City will only accept bids which have been obtained from companies registered with the St. Louis County Plumbing Department. The City will only accept bids which are, in its opinion, responsive to the specifications. The City of Moline Acres reserves the right to deny any and all bids received from the homeowner. The City, at any time, may obtain bids for any part of the
corrective action for a defective sewer lateral from the list of plumbers/drainlayers registered with St. Louis County for the purpose of comparison and to determine current market conditions for any other City purposes.

Questions regarding any of the above should be directed to the city of Moline Acres Building Department at
868-2433.

If you are renting property in O’Fallon, an inspection by a City Inspector is required before a Rental Occupancy Permit will be issued.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The City of O’Fallon offers a Sewer Lateral Insurance Program that provides assistance for the repair of the sewer laterals that connect each residence to public sewers. The program covers all residents of the City of O’Fallon and is administered by O’Fallon Water and Sewer.

WHAT DO I DO IF I THINK I HAVE A PROBLEM?

The first step is to submit the application and hold harmless agreement along with your last year’s paid Real Estate tax receipt, and a $400.00 application fee. The City contractor will perform a video inspection of the sewer lateral. The video inspection is needed to verify the nature and location of the defect.

If the problem is deemed to be covered by the Sewer Lateral Insurance Program, $350.00 of your application fee will be refunded after the repair is complete. To provide a higher level of service to our residents, the City has secured a Contractor to perform all phases involved with the program. Services may include video inspection, lateral line location, and repairs if the defect is eligible under the program.

ELIGIBLE REPAIRS
  • Repairs to private sewer laterals from the exterior building foundation wall to the public sewer main
  • Required street, sidewalk, or driveway pavement replacement
  • Yard repair
  • Permits and administrative costs

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The City of Oakland offers residents a Sewer Lateral Repair Program, which works as a reimbursement program to residents/owners in order to help defray the cost of repairing collapsed sewer laterals between the house and the main.

This is how the program works:

If you think you have a collapsed pipe, contact the plumber of your choice and have him cable the line at your expense. Once you have received the tape, contact the City Administrator at 314-416-0026. An appointment will be made to review the tape to verify eligibility of the program. Tree roots are not covered under this program. If eligible, the resident hires a contractor to do the repair and then pays for the repair in full. Copies of the actual bill and receipt of payment are then sent to City of Oakland, P. O. Box 220511, St. Louis, MO  63122 and reimbursement of up to $2,500 (this reimbursement cap is set by the Board of Aldermen and can be changed based on the funds available) will be sent to the resident/owner after the voucher is approved at the next scheduled Board of Aldermen meeting.

About the program:

All residential dwellings with six (6) or fewer units are covered under this program within Oakland city limits. The Program reimburses point-of-break repairs, which means that only the portion of the pipe that is defective is repaired. The City reimburses diagnotic and repair charges up to a maximum of $2,500 per repair of a sewer lateral.  All other charges for a single repair are the responsibility of the homeowner of the covered sewer lateral repair and are expected to be paid at the time the lateral is repaired, so that reimbursement funds can be granted.

When do I need a permit?

A building permit is required from the City of Olivette if: any building or structure is constructed, enlarged, altered or demolished; there is a change in the occupancy of any building or structure; there is a change in the use of any building or structure; or any equipment serving a building or structure is installed or altered (§500.070).

The best thing to do is to call the Department of Planning and Community Development at (314) 993-0252 and speak with one of the inspectors or planners.  The City has two Building Inspectors and two Planners, and should be able to respond to any inquiry within the same day.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The Owner of a single-family home, duplex, condominium building, or multi-family building containing not more than six (6) dwelling units may participate in the Olivette Sewer Lateral Program if the lateral sewer service line serving the property is found to be defective per the City of Olivette’s Residential Sanitary Sewer Lateral Repair Program Policy and Procedures governing this program. The policy and procedures stated in this document must be followed in order to participate in this program. By complying with procedures in this document the property owner may recover 80 percent of the authorized costs up to a maximum reimbursement of $3500.00.

Commercial and industrial properties cannot participate in the program. Multi-family and condominium developments that contain more than six (6) dwelling units per building are not eligible for this program.

A lateral sewer service line, which is eligible for the program, is a sewer line, which extends from three (3) feet outside of the building foundation wall or exterior wall to the sewer main in the street or sewer easement. It does not include a sewer line located under any part of any building or structure. A lateral sewer line may be located in a front, side, or rear yard.

Lateral sewer service lines that extend from three (3) feet outside of the building foundation wall or exterior wall to septic tanks are eligible; however, repairs to all mechanical, electrical & tank components and the drain field for a septic system are ineligible.

A defective lateral sewer service line is defined as a line that is not functioning properly due to one or more of the following reasons:

  • Collapsed or broken to the extent that adequate flow is not permitted.
  • Severe offset of a joint that does not permit adequate flow.
  • Severe backfall or belly that does not permit adequate flow.
  • Severe blockage that cannot be physically cleaned out.

Tree roots growing through the bells and joints of the pipe are not considered to cause the line to be deemed defective. Removal of the roots, which is a routine maintenance issue with older lateral sewer service lines, will allow the line to function properly.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

The repair lateral repair program applies to single-family homes, duplexes or apartment buildings containing not more than six (6) dwelling units.

  • Sewer lateral repair from the main line in the street or sewer easement to the building foundation are eligible under this program. It does not include a sewer line located under any permanent structure. A lateral sewer line service line may be located in the front, side or rear yard.
  • A sewer lateral is defined as the portion of the sewage system which carries household wastes to the Metropolitan Sewer District (M.S.D.) sewer main and which lies between the structure foundation wall, or exterior wall if construction is non-traditional and the sewer main. Damaged or blocked pipes located within the exterior walls of the structure are not covered under this program. This service is not available to commercial or industrial (as determined by the primary use of the land) property.
  • The City Council may periodically amend these guidelines in the best interest of the City and its homeowners, except as they may be restricted by State law or the City Ordinances.
  • If an owner is experiencing a problem with the lateral sewer service line, the owner must first contact a plumber or drain and sewer cleaning company to have the sewer line cabled. If the problem is not resolved by cabling the line, the owner will fill out an application and bring a copy of the paid bill for cabling services and proof of paid real estate taxes.
  • The City may arrange for a private contractor to televise the line so that the cause and location of the problem can be determined. If the television inspection demonstrates that the line is defective, the testing contractor shall be paid by the City. If the television inspection fails to demonstrate that the line is defective, the testing contractor shall be paid by the homeowner. The corrective work is limited to excavating, repair of the lateral, backfilling, and seeding and strawing of the disturbed portion of the yard. The City will not be responsible for restoration of any landscaping, such as bushes, trees or special grass on the property. Additional work will be done at the homeowner’s expense.
  • The program will only pay for the replacement of sidewalks, driveways and streets removed to accomplish the repair under this policy. Special request for certain concrete or asphalt material will not be accepted nor reimbursed under this program.
