Sewer Lateral Program Details
Program Overview
A sewer lateral is the part of your sewer system that runs from the foundation of the house to the sewer main, which is usually under the street. Most residents don’t give it much thought until there are backup problems.
The program is designed to assist residents with the high cost of replacing their sewer lateral line. These costs can range anywhere from $1,500 to $10,000 depending on the depth and length of your sewer line and the significance of the break. The program has a special fund to assist homeowners in meeting this expense. This is a break-even fund, with no additional tax support. Payments from the fund may be reduced due to the fund balance available. Please contact the Public Works Department for more information on this funding.
Covered Expenses
The program covers 85% of the cost of the repair and the homeowner is responsible for 15%. For example, if the total repair cost was $2,500, the city would pay $2,125 and the homeowner would be responsible for $375 plus the cost of the cabling of the line.
Program Guidelines
- The homeowner is responsible for having the line videotaped, and a Ferguson Public Works Inspector must be present. If a break is found, the City of Ferguson will reimburse the homeowner for the cost of the videotaping. (Videotaping does not require a licensed plumber).
- The City reserves the right to refuse a videotape that is not sufficiently clear enough to determine
the break. The distance (location) of the break must be pinpointed and marked on the video or on an accompanying log. The cost of the video will be deducted from the homeowner’s share of the lateral repairs. - The Program will cover 85% of the repair cost, and the homeowner will be responsible for 15% of the repair cost. The homeowner will deposit their 15% of the estimated cost to the City prior to the City’s authorization of work (less video cost).
- Change orders and additional cost for repairs may not be incurred without prior approval of the
Public Works Director. If approved, the homeowner will be responsible for 15% of any overages
above the original estimate. - The Director of Public Works will make the final determination of scope of work to be performed and whether the scope of work meets the guidelines as adopted and amended from time to time.
- Upon determination there is a break eligible for the program; the homeowner will be responsible for obtaining three (3) bids from a list of qualified plumbing contractors approved by the City. The bids will then be submitted to the Public Works Department for review and selection of the contractor.
- Repairs are authorized for breaks only, not maintenance. (Roots growing through bells and joints are maintenance).
- Septic systems and commercial properties are NOT eligible for the program.
- The program is a repair of the specific break location, not replacement of the entire lateral line
(unless evidence indicates this is necessary as determined by the Director of Public Works). - Single family and multiple family units of 6 units or less are eligible for the program.
- The Public Works Department will be responsible for all inspections.
- The decision of the Director of Public Works may be appealed to the Building Board of Appeals
for a fee of $50. In the event the appeal is upheld, the filing fee will be reimbursed to the applicant. - Failure to follow the outlined procedure (i.e. doing work without authorization) will not be eligible for reimbursement.
- Any property owner who is in arrears to the City for any fees, taxes or other monies is ineligible to participate in the program or receive any reimbursement from the program until all past due payments have been received in full.
*** Please Note: Most municipalities, cities, and counties with sewer lateral programs limit reimbursements and expenses to the amount available in the Fund at any time. Some offer waiting lists and reimbursements out of the next year’s Fund revenue. Funds typically are on a first-come, first-served basis. You should always check on fund availability. Additionally, most municipalities will require proof of PAID real estate tax bills, city fees, taxes, including personal property taxes, and trash fees if applicable for eligibility to participate in any available programs.

Call the City of Festus Public Works office at 636-937-6646 to arrange an inspection appointment or a reinspection. Business hours are from 7:30 a.m. to 4:30 p.m., Monday-Friday. Please call at least a day ahead to schedule an inspection.
Certificate of Occupancy
A certificate of occupancy for a house being sold shall be issued after the inspection is finished and all requirements have been met regarding the 2009 International Property Maintenance Code and 2009 NFPA Life Safety Code.
Rental property houses, apartments, etc., will have a certificate of occupancy issued, stating any violations to be corrected by the property owner. Violations must be corrected within 30 days of issue. If the Building Department is not notified within 30 days after the initial inspection for a re-inspection, a letter will be left with the occupant stating repairs must be made within 15 days or the water will be turned off.
Water will remain off until the corrections are made and the occupant pays a $25 reconnection fee to the Water Department.

Residential
A property in the City of Florissant can be sold without an inspection ‘as is’. However, the buyer will then be responsible for obtaining and paying for the inspection and attaining occupancy permit prior to anyone moving into or occupying the property.
The City of Florissant takes pride in its community and housing stock. Minimum standards for dwelling units were created to protect the public safety, health and general welfare of the people of the city. The general objectives are to:
- To protect the character and stability of residential properties.
- To provide minimum standards for cooking, heating and sanitary equipment necessary to health and safety of occupants of building.
- To provide facilities for light and ventilation necessary to health and safety.
- To provide minimum standards for maintenance of existing residential buildings, and to thus prevent the creation of slums and blight.
- To preserve the property value of land and buildings throughout the city.
Occasionally there will be differences in the inspection report from the City of Florissant and a private inspection company or FHA/VA. It is recommended that the buyer note any problems during their final walk-through and use the inspection report results from all sources rather than comparing one report against another for discrepancies.

Commercial
Prior to occupying a commercial building, which includes such uses as schools, churches, community organizations, an occupancy inspection and permit are required. In most cases a business license is also required. Applications for a business license and commercial occupancy inspection may be obtained from the Florissant Finance Department at the Florissant City Hall. The Building Commissioner reviews all commercial occupancy requests for compliance to the Florissant Zoning Code.

Sewer Lateral Program Details
The City of Florissant’s Residential Sewer Lateral Insurance Program covers the cost of repairing a defective residential sanitary sewer lateral in the City of Florissant.
Under this program, homeowners pay a $28.00 annual fee, which is included on the real estate property tax bills issued to homeowners each year.
The portion of the residential sewer lateral that is covered under this program runs from the main sewer line up to within five feet of the residential dwelling unit. The homeowner is responsible for the cost of repair or replacement of their sewer lateral inside their home and within five feet of the residential dwelling.
The program does not cover septic tank systems, private treatment systems or the cost to replace any trees, shrubs, flowers, sod, decks, concrete work (except for sidewalk and street work), retaining walls or out-buildings that may be damaged during repair of the sewer lateral. The program will cover only sanitary sewer laterals that connect to the main sewer system. The program is responsible for covering the repaired sewer lateral site with clean fill soil, including seeding the area.
This program does not apply to commercial, industrial or multi-family properties with more than six dwelling units.
What constitutes an emergency repair?
A lateral that is severely clogged and cabling the lateral by a St. Louis County licensed certified plumber or drain layer is unsuccessful is considered an emergency repair. The clog must be so severe that nothing can pass through the lateral. In a case where there are numerous emergency repairs pending, they are repaired in the order received. If there is only one emergency repair pending, it will be moved in front of all pending repairs but only after the paperwork has been approved by the City Engineer and the Street Department has contacted Missouri One Call in which all underground lines have been located. The locating of underground lines through Missouri One Call takes a minimum of 48 hours.

Residential
A property in the City of Florissant can be sold without an inspection ‘as is’. However, the buyer will then be responsible for obtaining and paying for the inspection and attaining occupancy permit prior to anyone moving into or occupying the property.
The City of Florissant takes pride in its community and housing stock. Minimum standards for dwelling units were created to protect the public safety, health and general welfare of the people of the city. The general objectives are to:
- To protect the character and stability of residential properties.
- To provide minimum standards for cooking, heating and sanitary equipment necessary to health and safety of occupants of building.
- To provide facilities for light and ventilation necessary to health and safety.
- To provide minimum standards for maintenance of existing residential buildings, and to thus prevent the creation of slums and blight.
- To preserve the property value of land and buildings throughout the city.
Occasionally there will be differences in the inspection report from the City of Florissant and a private inspection company or FHA/VA. It is recommended that the buyer note any problems during their final walk-through and use the inspection report results from all sources rather than comparing one report against another for discrepancies.

Commercial
Prior to occupying a commercial building, which includes such uses as schools, churches, community organizations, an occupancy inspection and permit are required. In most cases a business license is also required. Applications for a business license and commercial occupancy inspection may be obtained from the Florissant Finance Department at the Florissant City Hall. The Building Commissioner reviews all commercial occupancy requests for compliance to the Florissant Zoning Code.

Sewer Lateral Program Details
The City of Florissant’s Residential Sewer Lateral Insurance Program covers the cost of repairing a defective residential sanitary sewer lateral in the City of Florissant.
Under this program, homeowners pay a $28.00 annual fee, which is included on the real estate property tax bills issued to homeowners each year.
The portion of the residential sewer lateral that is covered under this program runs from the main sewer line up to within five feet of the residential dwelling unit. The homeowner is responsible for the cost of repair or replacement of their sewer lateral inside their home and within five feet of the residential dwelling.
The program does not cover septic tank systems, private treatment systems or the cost to replace any trees, shrubs, flowers, sod, decks, concrete work (except for sidewalk and street work), retaining walls or out-buildings that may be damaged during repair of the sewer lateral. The program will cover only sanitary sewer laterals that connect to the main sewer system. The program is responsible for covering the repaired sewer lateral site with clean fill soil, including seeding the area.
This program does not apply to commercial, industrial or multi-family properties with more than six dwelling units.
What constitutes an emergency repair?
A lateral that is severely clogged and cabling the lateral by a St. Louis County licensed certified plumber or drain layer is unsuccessful is considered an emergency repair. The clog must be so severe that nothing can pass through the lateral. In a case where there are numerous emergency repairs pending, they are repaired in the order received. If there is only one emergency repair pending, it will be moved in front of all pending repairs but only after the paperwork has been approved by the City Engineer and the Street Department has contacted Missouri One Call in which all underground lines have been located. The locating of underground lines through Missouri One Call takes a minimum of 48 hours.

Sewer Lateral Program Details
Eligibility
The owner of a single family home may recover one hundred percent (100%) of the authorized costs (not to exceed thirty-four hundred dollars, $3,400.00), in repairing defective sewer lateral service lines serving the property of the owner, in compliance with the City’s policy and procedures governing this program.
Each owner of a single family home shall be assessed twenty-eight dollars ($28.00) per year on their annual general tax levy bill. Owners of residential dwellings who are delinquent in paying any City of Frontenac taxes, fees or assessments will not be allowed to participate in the program until all taxes; fees, assessment and interest have been paid.
Commercial and industrial properties cannot participate in the program.
Reimbursements to homeowners will be based on a first come first served basis.
Procedure:
A sewer lateral service line is the sewer line, which extends three to five (3-5) feet from the outside of the building foundation wall or exterior wall to the sewer main in the street or sewer easement. It does not include a sewer line located under any part of any building. A sewer lateral service line may be located in a front, side, or rear yard.
If a property owner is experiencing a problem with their sewer lateral service line, the owner must first contact a St. Louis County licensed plumbing contractor or a St. Louis County licensed drainlayer contractor and have the line cabled or jetted. (The problem may be a clogged line, and not a defective sewer lateral service line.) The cost of cabling or jetting is not reimbursable by the City because this is a home maintenance expense. If the problem is not resolved by cabling or jetting of the line, the owner should contact the City of Frontenac Public Works Department at 994-9861, Monday through Friday, between the hours 8:30 AM and 5:00 PM, to obtain an application and instructions for participation in the program.
