The purpose of the Code Enforcement Division is to promote and improve the safety, health and welfare of the citizens and occupants of Hazelwood through an effective pro-active code compliance program. City Code Enforcement Officers are responsible for the enforcement of Hazelwood codes, ordinances and regulations, including, but not limited to the Residential Occupancy Permit Program, Minimum Housing and Nuisance Violations and Building Codes and Ordinances. In addition to the above regulations, the Code Enforcement Division provides the following services plus much more to the community:

Sewer Lateral Program Details
Work Covered By City Sewer Lateral Program
- After a failed attempt to open the sewer lateral by rotary cutter, the property owner should contact a plumbing company to camera their sewer lateral line. Root blockage/infiltration does not qualify for the Sewer Lateral Repair Program.
- After review of the video, the City will determine eligibility for the Sewer Lateral Repair Program. If eligible, the City will determine the lowest and/or best bid and will authorize the approved St. Louis County licensed plumber/drain layer to do the repair.
- If eligible, cost of the camera work is reimbursed at 90% to the property owner. The property owner shall be responsible for the remaining 10%.
- If eligible, corrective sewer lateral repair work is reimbursed at 90% to the Contractor, less $30 for the excavation permit. The property owner shall be responsible for the remaining 10%.
- The City Sanitary Sewer Lateral Program includes repair or replacement of the defective portion of the sewer lateral line, filling the trench, and seed and straw. Right-of-way public sidewalk and sewer replacement is covered when required. The property owner shall be responsible for all other restoration (landscaping, pavement or other work requested by the property owner).
- The maximum City contribution shall be $7,500.00.
- Sewer line maintenance cost is not covered by the program.
- Property owners who are delinquent in paying the City sewer lateral fee will not be allowed to participate in the Sewer Lateral Repair Program until all delinquent fees and/or penalties are paid.

RESIDENTAL OCCUPANCY INSPECTIONS
A residential occupancy inspection is required for any transfer of ownership. The party responsible for obtaining the permit is the landlord for all rental properties and the seller for any home purchases.
The inspection fees are:

- $75 for a 1 or 2 family dwelling
- $35 for mobile homes
- $40 per condo unit
- $35 per apartment unit
COMMERCIAL OCCUPANCY INSPECTIONS
A commercial occupancy inspection is required for any new business or any existing business changing location or transferring ownership. The inspection fee is
$100 for any business less than 5,000 square feet
$150 for any business greater than 5,000 square feet
A Certificate of Occupancy will be issued to the business after the Fire Marshal’s office inspects the building and finds no violations of the provisions of our adopted fire code, or other laws enforced by the district.
All existing commercial occupancies will be inspected based on their hazard class, or at a minimum of every three years. This process helps business owners provide a safe environment for customers and employees. There is no cost for these recurring inspections, once occupancy has been granted, however, they are mandated by fire code and local ordinance.

If you are in the ROCK CREEK PUBLIC SEWER DISTRICT and connected to the sewer system inspection is required prior to the sale, change of ownership or a new tenant moves in. The required inspection is performed by the ROCK CREEK PUBLIC SEWER DISTRICT.
Every owner, lessee, renter, or occupier of any property that is located within the service area of Rock Creek Public Sewer District and is connected to the public sewer system of Rock Creek Public Sewer District shall submit to smoke and /or dye testing or other appropriate test or inspection by Rock Creek Public Sewer District, its employees, agents, and/or designees. The owner, lessee or occupier of the land shall permit said testing upon request. The testing may occur inside and/or outside the structure.
Rock Creek Public Sewer District, its employees, agents, and/or designees, in performing the duties and undertaking the programs identified in this ordinance, shall be empowered to enter upon any private property at all reasonable times, with proper notice to the owner, and in accordance with prevailing law, for the purpose of obtaining information, conducting inspections and/or enforcing this ordinance and shall have only those powers expressly set forth in this ordinance and in other ordinances of the District or provided by law to perform its functions consistent with such ordinances. you are required to obtain a Change of Ownership – Inspection and testing of laterals, wyes, and premises shall be conducted by the District prior to the change of ownership of any property through sale, transfer of title, or foreclosure of the property within the District in accordance with the provisions in ordinance number 2015-4.
