A residential occupancy or inspection permit is not required prior to moving into your home, unless this is a new house, or the house has been unoccupied for more than a year. You may contact the Building Department at 314-997-6308 if there are any questions.

New residents must apply for an alarm permit when a new or existing alarm system is activated. The cost for a permit is $75.00 per year.

Call the Building Department at 314-997-6308 before beginning any construction project or landscaping work involving the changing of grades. A building permit, plumbing permit, or HVAC permit may be required.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

Covered are residential property owners, within the city limits, including:
  • Condominiums
  • Duplexes
  • Multi-Family Dwellings with Six Units or Less
  • Single Family Homes
  • Villas

Condominiums with separate laterals for each unit are considered individual properties regardless of the number of adjacent dwelling units.

Funding

Funds for the program are distributed on a first come first serve basis until the funds have been depleted. If funds are depleted, applications can still be submitted and reviewed and eligible projects will be placed on a waiting list for the next year. If funds remain at the end of the year they will carry over to the next year. There is a limit of one covered repair per year per property. The program will provide a maximum of $7,500 per household. Any charges in excess of $7,500 are the homeowner’s responsibility.

If the bid exceeds the maximum cap of $7,500 the resident may apply to the Board of Alderman for consideration of a hardship adjustment prior to commencing work (additional coverage that would apply to the repair). Hardships are only intended for cases of unusual expense and typically involve improvements owned by a party other than the property owner such as a neighbor’s driveway, city street, utility conflicts, and the like.

All city bills must be up to date and all debts paid to the city to qualify for the program. A warranty will be provided by the contractor to the resident for all work completed (minimum of 1 year).

These reoccupancy inspections are part of a St. Louis County Neighborhood Preservation Program established to protect against neighborhood deterioration and blight; and, therefore, protect your investment in your home or building.

Inspections are made by Lakeshire’s Inspector to determine whether dwellings or dwelling units comply with Electrical, Plumbing, and Property Maintenance Codes.

How To Request An Inspection For An Occupancy Permit
  • Call the Building Inspection Coordinator at Lakeshire City Hall (314) 631-6222 and press option six.
  • Leave the following required information:
  • Your name, address, city, and ZIP code
  • The property address and apartment number to be inspected for rental property
  • The property address for any single or multiple family building being sold in Lakeshire
  • A telephone number where the Lakeshire Inspector can reach you between 7:00AM and 10:00AM Monday through Friday to schedule an inspection date and time

The City’s participation in the MSD Sewer Lateral Repair Program.  St. Louis County government administers the entire program that includes collecting an annual $50.00 tax based fee.

Should you need a line repaired, you will need to follow a process, which is outlined as follows:

First, you need to contact a master plumber to have a camera test run to verify that there is a break in the line. The program does not cover this cost, so you will need to pay the plumber directly.

Next, once a break has been verified, you need to submit an application to the County for repair. Applications can be obtained in three ways.

  1. If the master plumber is on the County’s bid list, you should be able to obtain an application through him or her.
  2. You can phone the St. Louis County Sewer Lateral Repair Program office at (314) 615-8427, to request an application.
  3. You can visit this link to apply online.
