Sewer Lateral Insurance Program

Sewer Lateral Program Details

Homeowner pays first $750.

Policy & Procedures

Eligibility
  1. This program provides insurance coverage to assist Manchester homeowners with the cost of repairs to residential sewer lateral service lines. Manchester’s program applies to all residential property containing 6 or fewer dwelling units and all individual condominium units.
  2. The owner of a single family home may have authorized costs not to exceed $6,000 covered by the insurance program in repairing defective sewer lateral service lines serving the property of the owner, in compliance with the City’s policy and procedures governing this program.
  3. Each owner of a single family home shall be assessed $28 per year on their annual general tax levy bill. Owners of residential dwellings who are delinquent in paying any City of Manchester taxes, fees or assessments will not be allowed to participate in the program until all taxes; fees, assessment and interest have been paid.
  4. Commercial and industrial properties cannot participate in the program.
Procedure
    1. A sewer lateral service line is the sewer line, which generally extends three to five (3-5) feet from the outside of the building foundation wall or exterior wall to the sewer main in the street or sewer easement. It does not include a sewer line located under any part of any building. A sewer lateral service line may be located in a front, side, or rear yard.
    2. A defective lateral sewer service is defined as a line not functioning properly due to one or more of the following reasons:
    3. Collapsed or broken to the extent that adequate flow is not permitted
    4. Severe offset of a joint that does not permit adequate flow
    5. Severe backfall or belly that does not permit adequate flow
    6. Sewer blockage that cannot be physically cleaned out
    7. Owner is experiencing a problem with their sewer lateral service line, the Owner must contact a licensed plumbing company or licensed drainlayer to have the lateral sewer service line cabled. (Sometimes the problem is not with the line itself, but may have become clogged by materials in the line.) As a common home maintenance expense, the cost of this cabling is not reimbursable by the Program.
    8. If the problem is not resolved by cabling of the line, the owner should file a repair program application with the City. A $750 application fee must be submitted with the application.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

WHAT PROPERTIES ARE ELIGIBLE FOR THE PROGRAM?

Residential properties of six units or less are eligible. Larger residential buildings and commercial properties are eligible for the low-interest loan program.

WHO OWNS THE SEWER PIPES THAT SERVE MY HOME?

The sewer pipe, located underneath the basement floor of the home, which runs through the house foundation, through the yard, and connects to the sewer main pipe in the street (or alley), is property of the homeowner. The sewer main pipe is property of the Metropolitan St. Louis Sewer District.

WHAT REPAIRS ARE COVERED UNDER THE PROGRAM?

The program covers replacing defective pipe from the sewer main line in the street or alley to one foot outside the building foundation (which includes front porches). The program does not include pipe replacement in the foundation wall or underneath the basement floor. The program also does not cover the cost of cleaning by cabling, removal of tree roots or debris or hydroflushing. The program does not cover excavation work under porches.

DOES THE PROPERTY OWNER PAY A PORTION OF THE COST OF THE REPAIR?

There is no charge to the property owner for a sewer lateral repair under the program.

HOW DOES THE PROPERTY OWNER PARTICIPATE IN THE PROGRAM?

The property owner contacts the Maplewood Public Works Department (645-3600) when he or she has a sewer line that is defective. The property owner must present a bill or letter from a plumbing or sewer cabling company that indicates the pipe is broken, collapsed or severely shifted, or that the company was unable to open the sewer line. The property owner is responsible for having the line cabled and videotaped. Additionally, the homeowner must provide a copy of the tape to the Public Works Department. The property owner is not required to complete an application. After this confirmation is
received, the location is added to the program list. Referrals are also received from the Metropolitan St. Louis Sewer District.

WHO REPAIRS THE BROKEN LINE?

The Maplewood Public Works Department excavates, removes the defective pipe, backfills the excavation, restores the pavement and sidewalk, and reseeds of the lawn. Drain layers, licensed by St. Louis County, replace the sewer pipe. Firms are awarded the pipe replacement work by competitive bidding on an annual basis.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

A sewer lateral is defined as the portion of the sewage system which carries household wastes to the Metropolitan Sewer District’s sewer main.  The sewer lateral lies between the home’s foundation wall, or exterior wall, and the MSD sewer main, which are typically located under the street or in the sewer easement.  For the purposes of this program, the sewer lateral does not include any portion of the line that lies under any part of a building.  A sewer lateral may be located in the front, side or rear yard.

All single family residences, condominiums, and duplexes within the Village of Marlborough are covered by the sewer lateral program.

A sewer problem is considered eligible to receive Village-held sewer lateral funds if after investigation and documentation by one licensed plumbing firm in St. Louis County and affirmed by a village designated plumber, the lateral sewer line is found to be crushed or collapsed due to causes beyond the control of the property owner.

Cabling, sewer cleaning, and rodding are not covered by the lateral sewer repair program.

When it has been confirmed by the village designated plumber that the sewer problem qualifies for the sewer lateral repair program, then the property owner shall solicit bids for the necessary repair work from at least three (3) plumbing contractors (one of which needs to be from village designated plumber) or drain layers licensed to perform such work in St. Louis County.  The property owner may hire the contractor which he/she determines to be the best contractor to repair the sewer line.

Corrective work which is subject for reimbursement from the sewer lateral fund is limited to excavation, repair, or replacement of the collapsed portion of the line.  Additional work shall be done at the homeowner’s expense.

Before renting, selling or leasing your home, the owner must obtain a housing inspection from the City. Commercial properties are to obtain inspection after purchase of property. Also prior to approval, you may need the necessary permits to pass inspection.

The City of Moline Acres City Inspector is required to make an inspection and/or re-inspection on all residential and commercial properties for which there is a proposed change in occupancy and /or ownership before any work can be preformed on property. The initial inspection must be done before leasing, renting and/or selling any real property within City limits under Ord. No. 921 section 500.120. Commercial properties must follow the necessary procedures before an inspection can be done on property. After a business has been approved then an inspection can be performed on a commercial property.  An inspection report shall be written by the City Inspector for compliance or violations on residential and commercial properties. Sewer Lateral Program Details

This sewer lateral program applies to single family home, duplex, condominium building or multi-family building containing not more than 6 dwelling units only and is not available to residential buildings with more than 6 units or commercial and industrial (as determined by the use of the land) property. The City will pay 50% of the authorized costs (up to $5,000.00) this price also includes the camera in repairing defective lateral sewer service lines.

A sewer lateral is defined as the portion of the sewage system, which carries household wastes to the Metropolitan Sewer District (MSD) and which lies between the structure foundation wall, or the exterior wall if construction is non-traditional, and the sewer main. The definition is the same whether the pipe is located in the front, side or rear yard. Damaged or blocked pipes located within the exterior walls of the unit are not covered under this insurance program policy. (The Sewer Lateral Program does not cover general maintenance such as branches, tree roots, foreign objects etc…..).

A sewer lateral is considered defective when there is sufficient evidence, to the satisfaction of the City, to prove that the lateral cannot be cleared to allow the lateral to function properly. Evidence includes, but is not limited to a video inspection, MSD dye test, plumber’s verification, sketches, etc. The City may require a homeowner to submit additional documentation as needed.

If a homeowner is experiencing a blockage of the sewer lateral, the owner must first contact a licensed plumber to have the line cabled. If cabling does not result in clearing the line, the owner should have a televised inspection performed showing the approximate location of the defect. The City will not reimburse owner for camera if problem is not considered to be a sewer lateral. After the television inspection is completed, the homeowner should contact the City of Moline Acres City Inspector between the hours of 9am and 4:30pm Monday through Friday to secure and application and instructions for participating in the insurance program. The homeowner shall return the completed application, a copy of the paid personal property tax receipt, and the television inspection along with the paid receipt for the video to the City Inspector for review and determination of eligibility.

Once the application is approved, the homeowner is responsible for obtaining three bids from the list of licensed plumbers/drainlayers registered with the St. Louis County Plumbing Department. The owner must obtain at least three bids which are acceptable to the City of Moline Acres for the sewer lateral replacement/repair. The City will only accept bids which have been obtained from companies registered with the St. Louis County Plumbing Department. The City will only accept bids which are, in its opinion, responsive to the specifications. The City of Moline Acres reserves the right to deny any and all bids received from the homeowner. The City, at any time, may obtain bids for any part of the
corrective action for a defective sewer lateral from the list of plumbers/drainlayers registered with St. Louis County for the purpose of comparison and to determine current market conditions for any other City purposes.
