The sewer lateral insurance program applies to single-family homes, duplexes, condos or a
residential development containing not more than six (6) dwelling units and is not available to
residential buildings with more than 6 units or commercial or industrial property, as determined by
the use of the land.

What constitutes an emergency?

A sewer lateral issue is considered an emergency when a defect to the lateral structure is so severe that it does not allow the flow of sewage from the residence and the problem cannot be relieved temporarily by sewer cleaning procedures. An emergency repair is granted in order to restore service or prevent sewage backup in the home, or to avert excessive storm water infiltration into the public sanitary sewer system.

Who is eligible for the program?

This program is for residential properties within unincorporated St. Charles County that are connected to the City of St. Charles sanitary sewer system. It includes single family homes, duplexes, villas and condominiums up to six units. Properties that are not connected to the City of St. Charles sanitary sewer system are not eligible for this program

Occupancy Inspection Details

The City of St. John requires each dwelling/business to have an occupancy inspection performed prior to occupancy. No person may occupy or use a residential dwelling or business property until an inspection has been performed, any predications corrected, and an occupancy permit has been issued.

For existing structures, the City has adopted the 2012 International Property Maintenance Code. The provisions of this Code apply to all existing residential and nonresidential structures and constitute minimum requirements and standards for light, ventilation, space, heating, sanitation, protection from the elements, life safety, safety from fire and other hazards, and for safe and sanitary conditions in all premises, structures, equipment, and facilities in the City. The intent is to ensure public health, safety and welfare insofar as they are affected by the continued occupancy and maintenance of structures and premises.

Existing structures and premises which, at the time of inspection, do not comply with the provisions of the Code shall be altered or repaired to provide the minimum level of health and safety required by the Code. We do not issue conditional occupancy permits. All predications must be corrected before an occupancy permit will be issued.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

An application is available at St. John City Hall. Residents interested in seeking reimbursement for a sewer lateral repair should submit this application, filled out and accompanied by a CD that clearly identifies the problem. The nature of the problem must meet the guidelines established by the City Council in order to qualify for reimbursement.

Guidelines

The sewer lateral fund will reimburse 100% of the cost to repair a sewer lateral line that meets the following guidelines:

  1. The line is crushed, collapsed, or broken to the extent that adequate flow in not permitted.
  2. There is a severe offset of a joint in the line that does not permit adequate flow.
  3. There is a severe back fall or negative slope that does not permit adequate flow.
  4. There is a severe blockage that cannot be physically cleaned out.
  5. There is damage or a break in the line that creates a hazardous condition (e.g., a sinkhole).
  6. Is choked up with roots such that there is no flow in the line.

The sewer lateral fund will not reimburse for cleaning, rodding, or augering out blockages as this is considered to be normal, routine maintenance. The fund will reimburse 100% of the cost of a diagnostic CD or DVD however. Where possible we are trying to avoid making spot repairs and will try to replace the entire line from the transition at the foundation to the sidewalk or curb. We are trying to avoid making a cut in the street if possible. However, if the problem is under the street, the fund will reimburse for that repair too.

Only properties of 6 units or less that have fully paid their real estate taxes are eligible. The fund is used to repair broken sewer lateral lines running under the public right of way.

  • The goal of the SLRP is to repair severe damage that is causing cave-ins in the right of way or back up in the home.
  • It does not cover breaks in the portion of the lateral line that runs under private property.
  • It does not cover clearance of clogs/tree roots along ANY portion of the lateral line.

St. Louis County Fire Districts

Fire protection in St. Louis County is provided by 23 fire protection districts and 20 municipal fire departments. Fire protection districts are independent taxing jurisdictions. Fire departments exist as part of municipal governments, and the cost of fire protection is included in the municipal tax rate. These districts and departments are primarily staffed by full-time employees, with a few using some on-call personnel and/or auxiliaries to supplement paid firefighters as needed.

Occupancy Inspection Details

An Occupancy Permit (PDF) is required from the City of Sunset Hills whenever occupancy is established or changed in a residential structure. This includes all homes, trailers, apartments, etc. The city is not specific as to who is required to obtain the permit, but the ultimate responsibility lies with the owner of the property. For property sales, this is a 1-step process for the entire transfer of the property from 1 owner to another. Sellers typically apply for the permit ahead of the sale in order to ensure that the home is ready to sell.

Occupancy Inspection Details

All residential homes & duplexes are required to be inspected upon re-occupancy.  The inspections follow the building code of the village and look at basic safety issues and code enforcement issues.

The occupancy inspection that is required when there is a change in occupancy of a residence in the village is for compliance with the International Building Code, and for safety concerns.  This inspection is in no way a substitute for a home inspection performed by a certified home inspector.

The village contracts with the City of St. John for residential inspections.

Sewer Lateral Insurance Program

Sewer Lateral Program Details

All single-family residences, condominiums, and duplexes within the Village of Sycamore Hills are covered by the sewer lateral program.

A sewer problem is considered eligible to receive Village-held sewer lateral funds, after investigation and documentation and affirmed by the village, the lateral sewer line is found to be crushed or collapsed due to causes beyond the control of the property owner.

*** Please Note: Most municipalities, cities, and counties with sewer lateral programs limit reimbursements and expenses to the amount available in the Fund at any time. Some offer waiting lists and reimbursements out of the next year’s Fund revenue. Funds typically are on a first-come, first-served basis. You should always check on fund availability. Additionally, most municipalities will require proof of PAID real estate tax bills, city fees, taxes, including personal property taxes, and trash fees if applicable for eligibility to participate in any available programs.
