Occupancy Inspection Details

Who needs an occupancy permit? Anyone who is moving into University City must apply for and receive an occupancy permit before moving in. This permit is also usually needed before a mortgage company closes on a home loan.

How do you get an occupancy permit? Applications are made in person at the Department of Community Development on the fourth floor of City Hall, 6801 Delmar Boulevard. There is a $25 charge for the application which is not refundable. Forms of payment accepted are cash, check, Mastercard or Visa.  There is a 3% convenience fee for processing credit card payments.

There is a $35.00 fee for Conditional Occupancy Permits, which is to be paid prior to processing the permit.

The occupancy permit will not be issued until the city inspects the dwelling and it is found satisfactory for occupancy.

Who must obtain an inspection? Anyone who plans to sell their home or who plans to rent out an apartment or home should make arrangements to have it inspected before it is put on the market. Inspections can be arranged by calling the Department of Community Development at City Hall, 505-8500. There is a charge of $60 per unit for the inspection on buildings with three or more units. The charge for a single family and two-family homes is $80 per unit.

Sewer Lateral Program Details

Sanitary Sewer Lateral Repair Program applies only to residential buildings of up to six (6) units. The program is not available to commercial or industrial property

The City’s Sanitary Sewer Lateral Repair Program will pay the first $2500 of the cost of the repair of the sanitary sewer lateral. Damaged or blocked pipes located inside/under your home are not covered under this program.

The program is limited to available funds. Only expenses approved by the City are covered under this program. The City’s program will cover the first $2500 of the expenses specifically related to the approved repair of the sanitary sewer lateral, including excavation, repair of the sanitary sewer lateral, backfilling, pavement, seeding and strawing. The program does not cover restoration of landscaping.

*** Please Note: Most municipalities, cities, and counties with sewer lateral programs limit reimbursements and expenses to the amount available in the Fund at any time. Some offer waiting lists and reimbursements out of the next year’s Fund revenue. Funds typically are on a first-come, first-served basis. You should always check on fund availability. Additionally, most municipalities will require proof of PAID real estate tax bills, city fees, taxes, including personal property taxes, and trash fees if applicable for eligibility to participate in any available programs.
